About Patrick O’Connell

Patrick O'Connell HS2

An executive administrator with a wealth of experience in both the public and private sectors, Patrick O’Connell holds a bachelor of arts and mathematics from the University of Virginia, a master of science in operations research/systems analysis from the Naval Postgraduate School, and a doctorate in computer science with honors from the George Washington University. Building on years of managerial and directorial experience with the US Navy and other government/government support entities, Patrick O’Connell became interim program and strategy director of High Speed Two (HS2) in 2014. This organization is responsible for developing a high-speed railway that will ultimately span much of England. The expected year of completion for HS2 is 2033.

Since 2015, Mr. O’Connell has been developing a holistic plan to update general technological and organizational processes for the Office of the Chief of Naval Personnel in Washington, DC. The US chief of naval operations approved this new operating model in December of 2016.
